Development letter

A development letter is correspondence from the VA requesting evidence or information it needs before it can decide a pending claim. Development is the VA's term for building the record: identifying what a claim requires, requesting it, and waiting for the response. The letter states what is missing, who is expected to provide it, and the deadline for responding.

Development letters follow gaps. A claim filed with a complete, organized record gives the VA less to develop; a claim with missing records, unidentified providers, or unclear histories generates requests, and each request adds a cycle of weeks to the timeline. Some development is routine, such as the standard notice explaining what evidence a claim needs in general. Much of it is avoidable, produced by files that arrived incomplete.

Responding fully and on time matters. If requested evidence never arrives, the VA decides the claim on the record it already has.
