California veteran benefits: $180,671 for 2026, and nothing below 100 percent

California has no partial rating tier. The disabled veterans' exemption starts at 100 percent, individual unemployability, statutory blindness, or loss of use of two or more limbs, and nothing below that reaches it. The amount is recompounded annually: $180,671 for the 2026 lien date, or $271,009 for a household under the income limit.

What is different about California

California has no rating band below 100 percent at all. A veteran rated 70 percent receives a substantial exemption in Texas and in Florida and nothing here. What California does instead is index: the exemption amount is recompounded by a California price index every year and published in a Letter to Assessors each May, so the figure is $180,671 for the 2026 lien date and was $175,298 for 2025. Its second tier is the only income tested veteran property tax benefit among the largest states, and it is the one that has to be refiled annually, on a filing calendar where being three weeks late costs ten percent of the exemption.

The exemption, the letter that sets it, and the calendar that costs money

The California figure is not in the statute. Revenue and Taxation Code section 205.5 sets the mechanism and the State Board of Equalization publishes the year's amounts in a Letter to Assessors each May, compounded by a California price index. For the 2026 lien date that is $180,671 basic and $271,009 low income, with a household income limit of $81,131. For 2025 it was $175,298, $262,950 and $78,718. A page quoting last year's figure understates the benefit by about three percent every year it goes unrevised.

The filing calendar has a price attached to it and the two tiers do not share it. The basic exemption needs no annual filing once granted. The low income tier does, and the schedule is graded: January 1 to February 15 for the full amount, February 16 to December 10 for 90 percent, and 85 percent after that. Three weeks late on the low income tier costs ten percent of it, which at the 2026 figure of $271,009 is $27,101 of assessed value protection given up. Missing December 10 as well costs fifteen percent, or $40,651.

Two limits worth knowing before the filing. The exemption reaches ad valorem tax only, so direct levies, special taxes and special assessments collected on the same county bill are not reduced by it. And where a property becomes eligible after the lien date, including on a change in the veteran's rating, the Board describes cancellation or refund of taxes already paid rather than a wait until next year.

What the rest of the California package is worth

The recreational side is unusually large in California because the paid equivalents are expensive. A resident annual hunting license is $64.54 and a resident annual sport fishing license is $64.54. The disabled veteran versions of both are $10.04 at a department office and $10.54 from a license agent, so the two together avoid about $109 a year.

The Distinguished Veteran Pass covers vehicle day use, family camping and boat use. The nearest paid equivalent for day use alone is the Golden Poppy annual pass at $125, or the California Explorer at $195, and the boat use annual pass on its own is $100. The veteran pass runs five years before renewal.

The vehicle exemption removes all registration fees on one qualifying vehicle other than duplicate certificate, plate and sticker fees. California registration is value based, so the avoided amount tracks the vehicle rather than a flat schedule, and no single figure is honest here.

One item is new and time limited. From tax years beginning on or after January 1, 2025 and before January 1, 2030, California excludes up to $20,000 of uniformed services retirement pay or Survivor Benefit Plan annuity from gross income, subject to an adjusted gross income cap of $125,000 for an individual or $250,000 for a surviving spouse or joint return. The section is repealed on December 1, 2030. Before 2025 California taxed military retired pay in full.

California reduces the assessed value of a qualifying veteran's principal place of residence by a fixed amount that is compounded annually by a state price index, with a larger amount available to a low income household.

  • For the 2026 lien date the basic exemption is $180,671 and the low income exemption is $271,009, with a household income limit of $81,131. For 2025 the figures were $175,298, $262,950 and $78,718.
  • Eligibility is a VA rating of 100 percent, or compensation rated at 100 percent by reason of being unable to secure or follow a substantially gainful occupation, or blindness as the statute defines it, or loss of use of two or more limbs.
  • There is no partial tier. A veteran rated below 100 percent without one of the named conditions receives nothing under this section.
  • An unmarried surviving spouse qualifies where the veteran qualified in life, or died from a service connected injury or disease. Remarriage ends it.
  • The exemption reaches ad valorem tax only. Direct levies, special taxes and special assessments collected on the same county bill are not reduced.
What it is worth
The tax on $180,671, or $271,009 on the low income tier, for 2026 That much assessed value comes out of the ad valorem base, so the worth is the exemption amount multiplied by the local ad valorem rate. The amount is recompounded annually, so a figure carried over from last year understates it.

Vehicles and plates

Disabled Veteran license plates and fee exemption

Has to be applied for once

California exempts a qualified disabled veteran from all vehicle registration fees on one vehicle displaying Disabled Veteran plates, other than fees for duplicate certificates, plates and stickers.

  • The vehicle code test is a disability rated at 100 percent by VA for a diagnosed disease or disorder that substantially impairs or interferes with mobility, or being unable to move without an assistive device, or loss of use of one or more limbs, or permanent blindness as the welfare and institutions code defines it.
  • One vehicle only: a passenger vehicle, motorcycle or commercial vehicle of unladen weight 8,000 pounds or less, not used for hire, compensation or profit.
  • A claimant qualifying for both these plates and former prisoner of war plates may not hold both.

Licenses and parks

Reduced fee hunting and sport fishing licenses

Has to be claimed again each year

California Fish and Wildlife issues reduced fee hunting and sport fishing licenses to an honorably discharged veteran with a service connected disability rating of 50 percent or greater.

  • Available to residents and non-residents. A one time prequalification is required.
  • For the license year running July 1, 2026 to June 30, 2027 the disabled veteran hunting license and the disabled veteran sport fishing license are each $10.04 at a department office and $10.54 from a license agent.
What it is worth
About $109 a year for both A resident annual hunting license is $64.54 and a resident annual sport fishing license is $64.54. At $10.04 each, that is $54.50 avoided on each of the two.

Distinguished Veteran Pass

Has to be applied for once

California State Parks issues a free Distinguished Veteran Pass covering vehicle day use, family camping and boat use at over 100 units the department operates.

  • The threshold is an overall or combined service connected rating of 50 percent or greater from wartime service, or having been held as a prisoner of war, or being a Medal of Honor recipient.
  • California residency is required, the pass runs five years before renewal, and the VA letter must be dated within a year of the application.

$125 a year on day use alone, more with camping and boat use The paid equivalent for vehicle entrance is the Golden Poppy annual pass at $125, or the California Explorer at $195. The veteran pass also covers family camping and boat use, and the boat use annual pass on its own is $100.

Education

College fee waiver for dependents

Has to be claimed again each year

California requires the California State University and the California Community Colleges, and the University of California on a resolution of its regents, to waive mandatory systemwide tuition and fees for specified dependents of veterans.

  • The education code names any child of a veteran who has a service connected disability, has been killed in service, or has died of a service connected disability, with annual household income below the state poverty level.
  • It also names dependents and surviving spouses of California National Guard members killed or permanently disabled in active state service, and undergraduate Medal of Honor recipients or their children aged 27 or under, subject to income and residency limits.
  • The waiver reaches mandatory systemwide tuition and fees. It does not reach books, housing or campus specific fees.

State income tax

Exclusion for uniformed services retirement pay

Applies without a filing

California excludes from gross income up to $20,000 of federal uniformed services retirement pay or Survivor Benefit Plan annuity received by a qualified taxpayer, for tax years beginning on or after January 1, 2025 and before January 1, 2030.

  • The adjusted gross income cap is $125,000 for an individual and $250,000 for a surviving spouse or a joint return.
  • It covers retirement pay from the armed forces, the Army and Air National Guard, the Public Health Service Commissioned Corps and the NOAA Commissioned Officer Corps.
  • The section is repealed on December 1, 2030. Before 2025 California taxed military retired pay in full.
