Oklahoma veteran benefits: uncapped on the house, metered at the till
Oklahoma pairs an uncapped constitutional exemption from property tax on the homestead with something almost no other state offers, a sales tax exemption card presented at the till. That card is metered at $25,000 of purchases a year, and at $1,000 a year for an unremarried surviving spouse.

What is different about Oklahoma
Oklahoma applies two opposite design philosophies to the same veteran. The property exemption is constitutional rather than statutory, put in place by voters at State Question 715 in 2004, and entitles the claimant to an exemption for the full amount of the fair cash value of the homestead with no ceiling of any kind, which is more generous than any capped state on this list. The sales tax exemption is close to unique in exempting the veteran as a purchaser rather than exempting a transaction, and then meters it: $25,000 of qualifying purchases a year while the veteran is living, and $1,000 a year for an unremarried surviving spouse, a fall of 96 percent at the moment of death. Both consumption benefits are gated on registration with a state veterans registry, an administrative structure most states do not have.
Two opposite design philosophies applied to the same veteran
On the property side Oklahoma is as generous as any state in the country, and the reason is that the rule is not a statute. Article 10 section 8E of the state constitution, added by State Question 715 at the election held on November 2, 2004, entitles a qualifying head of household or the surviving spouse of one to claim an exemption for the full amount of the fair cash value of the homestead. There is no ceiling of any kind. A veteran in an expensive Oklahoma house and a veteran in a modest one both pay nothing in ad valorem tax, which is a different answer from Georgia, North Carolina, Colorado or Oregon, all of which cap the benefit at a stated figure.
On the consumption side Oklahoma does something almost nowhere else does and then meters it carefully. The Tax Commission issues a sales tax exemption permit to Oklahoma residents with a permanent disability receiving service connected compensation at the 100 percent rate as certified by VA, which exempts the veteran as a purchaser rather than exempting a particular transaction. And then it is capped: sales qualifying for the exemption are limited to $25,000.00 per year. For an unremarried surviving spouse the same exemption survives at $1,000.00 per year, which is a cut of 96 percent at the moment of the veteran's death and is the single sharpest surviving spouse cliff in this set.
The cap has teeth rather than being advisory. The statute provides that if the amount of exempt sales exceeds the authorized amount, the sales tax in excess of the authorized amount shall be treated as a direct sales tax liability and may be recovered by the Tax Commission in the same manner provided by law for other taxes, including penalty and interest. A veteran who uses the card past the ceiling has not received a windfall; they have accrued a debt to the state.
Both consumption benefits run through a state register that most states do not have. The current text of the sales tax exemption and of the motor vehicle excise exemption each require the veteran to be registered with the veterans registry created by the Oklahoma Department of Veterans Affairs, with a grandfather clause providing that no registration is required where the veteran has previously received the exemption. Registration is therefore a precondition for a first claim and not for a continuing one, which is the kind of detail that turns a first visit into a second visit.
The eligibility wording across all of these is a rate test rather than a schedular one. Every Oklahoma source uses the formula in receipt of disability compensation at the one hundred percent rate, with the disability required to be permanent. That phrasing is the one that usually reaches a veteran compensated at the 100 percent rate without a 100 percent schedular rating. No Oklahoma government page read in this check uses the words individual unemployability, so nothing here tells a veteran holding that status that they qualify. The wording points one way and the state has not said so.
Oklahoma does not use one threshold, and the gaps between the ones it does use are large. The sales tax exemption, the vehicle excise exemption and the free driver license all sit at the 100 percent rate. The disabled veteran license plate sits at a service connected disability rating of 50 percent or more. The free hunting and fishing permit sits at 60 percent. State park and museum admission has no disability threshold at all. Commercial summaries routinely merge the plate threshold and the excise threshold, and they are 50 points apart in what they require.
The property exemption is filed on OTC Form 998, revised November 2025 for tax year 2026, with the county assessor. Two timing conditions are printed on the form itself and both catch people. The exemption cannot be approved unless the applicant owns and occupies the homestead as a place of residence on January 1 of each year the exemption is applied, including the year of application, and the deed or other evidence of ownership must be recorded with the county clerk's office no later than February 1 of the beginning year of the exemption. Form 998 itself prints no filing deadline. The March 15 deadline that circulates for this exemption is printed on the general homestead application and set out in the homestead statute, and applying it to Form 998 is an inference rather than something any state page states, so the county assessor is the call to make.
One asymmetry in the surviving spouse rules runs the opposite way from most states. The sales tax exemption expressly requires that the surviving spouse has not remarried. Article 10 section 8E and Form 998 contain no remarriage clause for the property exemption at all. Two Oklahoma benefits, two different treatments of the same event.
What the card is worth, what the plate costs, and the credit that counts VA money as income
The sales tax exemption is the rare benefit whose annual worth can be computed exactly rather than estimated. At the state sales tax rate alone, $25,000 of exempt purchases is worth the state rate multiplied by $25,000, and Oklahoma's combined state and local rates run considerably higher than the state rate on its own, so the real figure depends on the counter the card is presented at. What is fixed is the ceiling: $25,000 a year while the veteran is living and $1,000 a year for an unremarried surviving spouse. The Tax Commission will also issue a separate exemption card to a spouse or to a member of the household who is authorized to make purchases on the veteran's behalf, which matters because the benefit is only worth what somebody is able to go and spend.
The application runs through the commission's online tax portal and the proof document is the letter from VA at Muskogee certifying that the applicant is a qualifying veteran. Where a vendor refuses to honor the card the commission describes a refund route for tax already paid, which is worth knowing about because the refusal happens at the till rather than in an office.
The property exemption removes the entire ad valorem bill on the homestead, so its worth is whatever the county would otherwise have charged. Because there is no ceiling, this is the one entitlement in the set whose value rises without limit alongside the house, which is the opposite behavior to Colorado's capped 50 percent of the first $200,000 or North Carolina's fixed $45,000.
The vehicle side has two instruments at two different thresholds and one of them is rationed by time rather than by money. The disabled veteran license plate requires certification of a service connected disability rating of 50 percent or more, is available for no more than two vehicles each rated at one ton or less, and the total expense of the plate shall not exceed $5.00. Service Oklahoma, which operates this rather than the Tax Commission despite what the older statutory text says, publishes it as $5 plus applicable insurance and mailing fees, and states that the discounted rate is not available for online renewals, so this is a counter visit. A surviving spouse who has not remarried may hold the plate for one vehicle.
The excise tax exemption on a vehicle purchase is separate, sits at the 100 percent rate, and may not be claimed by an individual for more than one vehicle in a consecutive three year period, unless the vehicle is a replacement for one that was destroyed and declared a total loss by the insurer. On an ordinary car that three year rule is the binding constraint rather than the rating.
Recreation runs on a ladder and the free tier starts at 60 percent. A legal resident veteran with a disability of 60 percent or more receives a free hunting and fishing permit and is exempt from the wildlife land stamp requirement. Below that, a certified disabled veteran may buy a disability lifetime combination hunting and fishing license for $200, and at 60 percent or more the same lifetime license costs $25 and carries some additional tags the free permit does not include. Veterans in receipt of compensation at the 100 percent rate are additionally exempt from the fees for the deer gun, deer archery, primitive firearms and bonus or second deer gun licenses. No paid comparison is offered for any of this, because the Oklahoma wildlife department publishes on a domain that is not a government one and its price tables could not be cited.
State parks are the one place Oklahoma asks nothing about disability. All honorably discharged veterans who are currently Oklahoma residents are allowed free admission to all state owned or state operated parks and museums, on an Oklahoma driver license or state identification card together with discharge papers. That is a veteran status benefit rather than a disability benefit, and it is worth saying so, because it is the item most often listed under a disabled veteran heading.
Education is where Oklahoma is narrower than its reputation. The verified state programs cover the dependents of prisoners of war and of persons missing in action, who receive a bachelor's degree or certificate free of general enrollment fees at any state supported institution, with dependent defined as a child up to 24 years of age, and separately the children of a person killed in the line of duty after January 1, 2000, who reach a tuition equivalent award if they enroll before the age of 21. No Oklahoma tuition waiver or scholarship for the dependents of living disabled veterans was found on any government source in this check. A page that tells an Oklahoma veteran rated 100 percent that their child studies free is making a claim the state's own material does not support.
State income tax carries a conflict between two Oklahoma agencies that a reader needs to know about before filing. The Tax Commission's 2025 resident individual income tax packet instructs that each individual may exclude 100 percent of retirement benefits from any component of the armed forces, and separately that residents who are members of any component may exclude 100 percent of active military pay including reserve and National Guard pay. The state veterans department's own benefits page still publishes the superseded rule, that retirement benefits are exempt in an amount not to exceed the greater of 75 percent of such benefits or $10,000. The filing instructions are the document a return is prepared from.
One trap deserves its own sentence because it runs against the intuition that VA money is invisible to a state. Oklahoma's low income property tax and sales tax relief credits are computed on total gross household income, which the Tax Commission defines as the total amount of gross income received by all persons living in the same household whether the income was taxable or not, and which expressly includes veterans disability compensation. Tax free compensation counts against a veteran on that test.

Homestead exemption for 100 percent disabled veterans

Disabled veteran license plates
