Higher-Level Review

A Higher-Level Review is a decision review option in which a more senior VA adjudicator re-examines a claim decision using only the evidence already in the record. No new evidence can be added. The reviewer looks for error in the prior decision, such as misapplied law or overlooked evidence, and can uphold it, overturn it, or return it for correction. It is requested on VA Form 20-0996.

Because the record is frozen, a Higher-Level Review tests the decision against the file as it stood, and the file sets the ceiling on what any reviewer can find. The option includes an informal conference: a call in which the veteran or their representative points the reviewer to the specific errors claimed.
