South Carolina veteran benefits, and the state agency that grants them
South Carolina exempts the dwelling and a lot of up to five acres, and two private passenger vehicles, from property tax for a veteran totally and permanently disabled from a service connected disability. The exemption is granted by the state Department of Revenue on one application, not by the county assessor.

What is different about South Carolina
South Carolina is the state where the filing order is the whole trick, and getting it backwards is what costs a year. The exemption is granted by the state Department of Revenue on Form PT-401-I rather than by a county assessor, which is unusual, and that is the part everybody prints. The part almost nobody prints is that the house half of it still starts at the county. The department states that a veteran must receive the 4 percent owner occupied legal residence classification from the county before it will grant the exemption on real estate, and the requirement is statutory rather than administrative preference: section 12-37-220(B)(1) exempts a house, and defines house at (f)(iv) as a dwelling and the lot on which it is situated classified under section 12-43-220(c), which is the assessor's 4 percent ratio. No 4 percent classification, no house within the meaning of the exemption. The five acres comes from the same place, because 12-43-220(c) covers the legal residence and not more than five acres contiguous to it. The two vehicle exemption on the same form has no county step at all.
One application, one state agency, two taxes
In almost every state a veteran property tax exemption is a county matter. In South Carolina the exemption itself is not. Form PT-401-I goes to the state Department of Revenue, through the MyDORWAY service or by post, and the department grants it. A veteran who spends weeks at the county assessor's exemption desk waiting for the county to grant this will get nowhere.
The house half of it still starts at the county, though, and this is the step that gets left out. The Department of Revenue will not exempt a dwelling until the county assessor has already granted the 4 percent owner occupied legal residence classification: legal residence must be approved prior to the exemption being granted on real estate. The requirement is statutory rather than administrative preference. Section 12-37-220(B)(1) exempts a house, and it defines house as a dwelling and the lot on which it sits classified for property tax purposes under section 12-43-220(c), which is the assessor's 4 percent ratio. No 4 percent classification, no house within the meaning of the exemption.
So the order is county, then VA or a county veterans service officer, then the state. First the 4 percent legal residence classification at the assessor, and documentation that it was granted. Then a certificate of total and permanent service connected disability with its effective date, from VA or a county veterans service officer, because the department states plainly that VA rating decision letters do not meet requirements of law. Then Form PT-401-I to the Department of Revenue. The two vehicle exemption skips the county step entirely and really does go straight to the state.
The same form covers two different taxes. Section 12-37-220 exempts the dwelling home and a lot not exceeding five acres, and separately exempts two private passenger vehicles owned or leased by the veteran and designated by the veteran. Five acres is a wider land allowance than the one acre most states permit, and two vehicles is more than the one that is usual.
The vehicle side has its own timing rule and it is not the same as the property side. Vehicle taxes have to come due on or after the date the total and permanent rating was issued, and a claim has to be received within two years from the date the taxes were paid. The department reports processing at ten to twelve weeks, so a claim filed at the edge of that two year window is a claim filed late.
Documentation is specific: a certificate from the county service officer or from VA of total and permanent service connected disability with the effective date, plus the South Carolina registration card, bill of sale or title, plus a marriage certificate where the vehicle is jointly titled. The vehicle has to be registered solely in the veteran's name or jointly with a spouse. A surviving spouse is limited to one vehicle rather than two.
What the South Carolina package is worth, including the one that is usually misdescribed
The property exemption removes the dwelling and up to five acres from the ad valorem base entirely, so the worth is the whole bill on them. An owner occupied residence in South Carolina is assessed at a statutory ratio of fair market value before the millage is applied, so the figure follows the county's assessment rather than a sale price.
The vehicle exemption is annual rather than one off, because South Carolina taxes vehicles on assessed value every year. Two vehicles exempted is two bills removed every year for as long as the veteran owns them.
The recreational license is the one most often described wrongly, and the error costs people money. Section 50-9-525 gives a three year disability combination license or a three year disability fishing license at no cost to a resident determined disabled and receiving benefits from one of several listed programs, of which the Department of Veterans Affairs is one. The application asks for a current disability certification dated within the past twelve months. It does not ask for a 100 percent total and permanent service connected rating. The paid equivalent is the resident combination hunting and fishing license at $25.00 a year or $75.00 for three years, and the free license covers freshwater fishing, saltwater fishing, state hunting, big game, wildlife management areas and the migratory waterfowl permit.
Military retirement pay is fully deductible. Section 12-6-1171 allows an individual taxpayer to deduct all military retirement income included in South Carolina taxable income, with no age limit and no dollar cap, for tax years beginning after 2021. It replaced two earlier capped deductions, so anyone who checked this before 2022 was told something different.

Property tax exemption for the dwelling

- THE COUNTY COMES FIRST FOR THE HOUSE. The Department of Revenue states that a veteran must receive the 4 percent owner occupied legal residence classification from the county before the exemption is granted on real estate. Starting at the department with no classification is the order that loses time.

- The property must be owned in fee or jointly with a spouse and must be the veteran's legal residence.
- A certificate signed by the county service officer, or from VA, certifying the total and permanent service connected disability is filed with the department. The department states that VA rating decision letters do not meet requirements of law for this purpose.
- A qualified surviving spouse qualifies while remaining unmarried, residing in the house and owning it in fee or for life, and must inform the department of the address of any subsequent house.
- Section 12-37-220(B)(1)(e) reaches heirs' property: a person who owns an interest and meets every other requirement is deemed an eligible owner where the county assessor certifies to the department that the house is on heirs' property and the person is the owner-occupied resident.

Property tax exemption on two vehicles

Disabled veteran plates

Free three year disability combination license

- This is the entitlement most often described wrongly. The application asks for a current disability certification dated within the past 12 months from one of the listed programs. It does not require a 100 percent total and permanent service connected rating.
- The combination license covers freshwater fishing, saltwater fishing, state hunting, big game, wildlife management areas and the migratory waterfowl permit.
- Base deer tags are mailed automatically. Turkey tags have to be requested each year.
- The applicant must have met South Carolina residency for at least a year, and the license expires on its third anniversary.
- A resident certified as quadriplegic, paraplegic or legally blind receives the same license for life rather than for three years.

Free state park entry
Has to be applied for onceSouth Carolina provides that a resident veteran classified by the Veterans Administration as permanently and totally disabled may enter any state park without charge on presenting an identification card from the county veterans affairs officer.
- The identification card comes from the county veterans affairs officer and has to state the permanent and total disability.
- A separate provision gives a resident over 65, disabled, or legally blind free use of state park facilities other than campsites, overnight lodging and recreation buildings, and campsite use at half the prescribed fee.

Education
Free tuition for children of certain veterans
Has to be applied for onceSouth Carolina grants free tuition at any state supported college, university or post high school technical education institution to a child of a veteran who served honorably during a war period and who was determined permanently and totally disabled by the Veterans Administration, or who was killed in action, died of service related causes, was a prisoner of war, is missing in action, or was awarded the Medal of Honor or a Purple Heart for combat wounds.
- The child must be 26 or younger and pursuing an undergraduate degree.
- The veteran must have been a South Carolina resident at entry into service, or a resident for a year before death, and both student and living veteran must have held South Carolina residency for the twelve continuous months before the application is received.
- There is no fixed deadline. The effective date is the date the application is received.

State income tax
Military retirement deduction
Applies without a filingSouth Carolina allows an individual taxpayer to deduct all military retirement income included in South Carolina taxable income. There is no age limit and no dollar cap.
- It applies for tax years beginning after 2021, and it replaced two earlier capped deductions.
